ACM Workshop on Hot Topics in Networks (HotNets), 2026
In 2003, Clark et al. proposed the knowledge plane: a layer of intelligent agents sharing rich information about network state in order to collaboratively manage the Internet across administrative boundaries. The technology of the day lacked the two capabilities it demanded most — reasoning and unstructured communication.
We argue that agentic large language models can finally unlock it. One agent runs on each entity of an emulated interdomain network, acting for its own organization and seeing only what that organization sees. Across a set of case studies, the agents collaborate to diagnose outages, reject a BGP hijack crafted to pass RPKI and IRR checks, and route traffic against the fine print of real transit contracts.
