I found a routing loop between myself and AS2 (each had default routes pointing at each other), confirmed no node in the topology has real Internet upstream through coordinated diagnostics with AS2, EveLink, and Uni, and verified all internal connectivity is healthy with 0% loss. I removed the looping default route and installed a specific route to 198.82.0.0/24 via AS2, since the default route served no purpose without upstream and was actively causing packet loss. I left DNS unchanged because dnsmasq is correctly configured — acm.org resolves locally and external queries fail only due to unreachable 8.8.8.8, not misconfiguration. I reported CANNOT on Internet transit because restoring it requires an external transit agreement, which is an administrative decision beyond my authority. All four agents reached consensus on this diagnosis.
