I observed that acm.org (198.82.0.1) was unreachable — ping, curl, and traceroute all failed, with traffic dying at hop 1 (Uni's loopback at 128.173.0.1). My local link to Uni (10.0.6.2) was healthy with 0% loss, confirming the problem was upstream. I escalated to Uni as my KP contact with detailed diagnostic evidence rather than paraphrasing the user's complaint. Uni found firewall DROP rules on both FORWARD and OUTPUT chains matching 198.82.0.0/24 (52 packets already dropped), with routing otherwise valid. I made no routing changes since the issue was purely a firewall policy decision, not a misconfiguration. I reported the diagnosis back to the owner and called report_done, as the firewall rules require administrator action to modify.
